upgraded to X.org 7, now ctrl+alt+foo doesn't work

Just as the topic says, I recently upgraded to xorg 7, but Ctrl+Alt+foo (meaning, Ctrl+alt+Fn or Ctrl+alt+[kp_minus,kp_plus]) All don't work.... Insead, whatever program I am running in X recieves these keystrokes. Is there a way I can change that? The options "NoTrapSignals", "DontZap", and "Dont Zoom" are all unset.
