i've formated my second hdd as ext3. and i've enabled 5 or so % quota for it and i cant use ~7 gigs space
is there any ways to turn that quota off without reformating partition?

That's not quota, you're talking about the space reserved for root, you can reduce/remove that with tune2fs. |

anyway, tune2fs -r 0 helped a lot
