This means i wanna map the remote to my keyboard. Or to some collection of simple scripts =)
The TV should be controlled by the signals, coming from the USB dongle.
Is there any standart software for that?
Or i just have to write it on my own? I really would like not doing that ))))

i don't think common IR devices can be used to communicate with tv IR devices. as far as i know, you can't use a tv remote to control your computer, as vice versa (but search a bit about this, i think there are some exceptions).
given this, the closest appropriate device would be a tv IR device, but those are only receivers, so you can't send anything with them. _________________ noup. |

In physical meaning i think they're the same
In fact you can receive and use signal from your casual TV-remote to control your pc via LIRC or smth like that.
So i guess it should be emitting fine as well

You can use LIRC, but usually not with IRDA devices. If you read the LIRC faq, they don't even support usb devices.
About the physical way, it's more complicated than that, since there seem to exist a somewhat high variety of protocols.
