is there any way to set

or equivalent for kdm?

for my user I have it in ~/.xinitrc, but during login the mouse is all loose and annoying

You could set it in /usr/kde/3.X/share/config/kdm/Xsetup I don't know whether this is a good idea, but it works. I don't know where else to set it. This will probably get overwritten if you upgrade or reemerge kdm or something.
