It happened today, I installed mediawiki, then wanted to modify the allowed ips for the wiki site, restarted apache... mmm socket already in use...
killall apache2, restart apache...
I open the web page... and the browser waits until I have a timeout error.
This time I stop both apache and mysql (you never know) and restart them
Same problem.
No suspicious process running... so I reboot, and the wiki is back.
To make a long story short, every time I touch the apache vhost config after loading any wiki page I have to reboot to have my webserver back from death.

Sounds like a process isn't getting killed properly and is holding open that network port. Next time you try to shut down apache, do a netstat -tpl and look for the process that's blocking your apache port. |

I killed all relevant processes and double checked with ps aux, in fact apache did restart correctly after I had killed everything, but wouldn't work. |
