As far as I can tell, the tools I need to develop software for Palm OS doesn't work under AMD 64, am I right?
If so, is there a workaround?

I don't know, I don't have an 64 bit system, I just heared somebody managed to get flash to work in a 32 bit chroot also. You might want to search google for a 32 bit chroot.
