unmerging wine/winex did not remove the files in /etc/wine or /etc/skel/.wine despite the fact that they were completely unmodified.
also it would be really nice if unmerging things which we daemons would check it it is in any runlevels and remove the links from there and delete the files in /etc/init.d (given that they are unmodified of course...we do want safe deletions...)
not a biggie, just seems that somtimes unmerges leave a few sraps of programs behind  |

Personally, I don't want emerge ever touching any of my /etc files. A lot of /etc files are used by multiple applications (/etc/hostname being a great example) and it's not easy for the system to determine whether or not an /etc file is safe to remove or not. Granted, removing /etc/wine is probably safe, but I'd say that's the exception, rather than the rule.
So, I wouldn't call this a 'bug' -- it's really a feature.
