problems with "emerge sync"

I am new to gentoo.

I am using a redhat 8 box with squid proxy on 3128 port for installting gentoo

During installation I have edited the "etc/wget/wgetrc" to set set the http_proxy ftp_proxy addrtess.

I have also set the "use proxy =on" and "pasive ftp =on"

beacuse after setting the export http_proxy, ftp_proxy and rsync_proxy wget was working .

Presntly afther setting the wgerc file wget is working but whenever i am trying emerge sync I am getting an error "temporary failure in name resolution"

I believe I am not able to set the "export RSYNC_PROXY=xx.xx.xx.xx:3128"
The above sets the proxy to xx.xx.xx.xx and not the additional port number.

I can't help with fixing your problem, but you could use 'emerge-websync' which downloads a snapshots for you..
