I've got the same problem with jailkit. No partitions are mountet noexec. Also emerge and bash scripts works, so the problem is caused by something else. Any ideas?
update
This ebuild (renamed jailkit-1.3-r3.ebuild to jailkit-2.0.ebuild) did the trick for me
