For future reference, the steps i took to resolve my amavis-not-running-issue were:

Check if amavis was listening on port 10024

Code:

sudo netstat -ptln

Reset ownership on /var/amavis

Code:

sudo chown -R amavis:amavis /var/amavis/

Restart amavisd

Code:

sudo /etc/init.d/amavisd restart
