mysql -- configuring a slave to be a master

need to go thru the failover process in case the master goes down. We want to change the internal ip of the slave to be that of the master -- the question is, what mysql commands/cfg options need to change so that the slave becomes the master. googling only shows how to set up db replication, not how to make a slave db the master db. Any advice?
