then I trie to emerge phpmyadmin this happan:

luxor ~ # emerge phpmyadmin -p

These are the packages that I would merge, in order:

[blocks B ] dev-php/php (is blocking dev-lang/php-5.1.1)
[ebuild N ] app-admin/php-toolkit-1.0-r2
[ebuild U ] sys-devel/m4-1.4.3 [1.4.2-r1]
[ebuild N ] dev-lang/php-5.1.1
[ebuild N ] dev-db/phpmyadmin-2.7.0_p1
luxor ~ #

I can't emerge it becouse of that PHP-5.1.1 is blocked by mod_php and php.
I have tried with package.keywords but had not succeeded. What should I do?

dev-php/php is being phased out in favor of dev-lang/php, so you should probably look into the switch. You can read http://www.gentoo.org/proj/en/php/php-upgrading.xml for more info.
