ok so i emerged FTPD on my system but i cant find a place where it tells me how to make like user accounts for it so ppl can dl or up load from like smart ftp how do i set it up after emergeing it?

Why not use proFTPD or PureFTPD. They both have a very nice wiki page at gentoo-wiki.com...
