Will "--cmd-owner" match support be back in kernell??

my first question is in topic but I have alsow secund:
How can I myself patch the kernel to add this option...??
as I know it was removed recently due to some SMP problems so it shouldn't be dificoult to restore this ability which is quite nice and usefull form me.
