After an unsuccessful/interrupted emerge, I now have a file that is and is not there...

(as root)
Code:

ls: /usr/bin/dumpelf: Permission denied

How is this possible/fixable?

Try emerging the same thing again.
If that doesn't help, try running chmod a+rx /usr/bin/dumpelf (read+execute for all) or chmod +rx /usr/bin/dumpelf (read+execute for root) to change the permissions on the executable.

That doesn't work. root should have access to this file no matter what...
