Your safest option when something like that happens is:

Boot from the install cd
Once Booted do this:

mount your devices as you did at the beginning of the install then

Code:
cd /mnt/gentoo
mount -t proc none /mnt/gentoo/proc
mount -o bind /dev /mnt/gentoo/dev
cp -L /etc/resolv.conf /mnt/gentoo/etc/resolv.conf  #You can skip this line if you got past this point originally
chroot /mnt/gentoo /bin/bash
env-update && source /etc/profile
export PS1="(chroot) $PS1"

You are now inside your installation and all will be as it was when you lost power, Just carry on with the howto from the point you lost power.
Note: if you were compiling when you lost power you will need to start over on that compile

buddy,another guy in trouble,i also completed installation from livecd.but i selected only GRP packages to be installed,since i got errors trying other.now after installation,my /etc/make.conf looks like i feel incomplete:
Code:
# These settings were set by the catalyst build script that automatically built this stage
# Please consult /etc/make.conf.example for a more detailed example
#CFLAGS="-O2 -march=i686 -pipe"
CFLAGS="-march=prescott -O2 -pipe -fomit-frame-pointer"
CHOST="i686-pc-linux-gnu"
CXXFLAGS="${CFLAGS}"
MAKEOPTS="-j3"

FEATURES="ccache"
CCACHE_SIZE="2G"

My question is does i need to copy all other options given in /etc/make.conf.example to /etc/make.conf like Portage Directories options etc .also there is /etc/make.global containing many of these options.also will you explain whether gentoo live 2006.0 x86 got any packages cd..and how do i compile and install sources/ebuils found in/usr/portage.Thank You Very Much

Well i'm no pro with make.conf, btu i'll try and answer your questions.
To compile & install apps all you do is 'emerge yourapphere'
You might want to see what's going to be installed before hand so adding -pv will show you what would be installed and which USE flags it will use: IE: emerge -pv mozilla-firefox

As far as i understand portage directory options in /etc/make.conf, these are known as overlays. There used for adding .ebuild files that aren't in portage, So a safer bet would be to leave these out.
( Someone please correct, If i'm wrong here )

if you already have a working gentoo system you don'd need to download anymore CD's. All installation is done with the 'emerge' command. the command 'man emerge' will give you all options, though if you are new to gentoo then
Code:
emerge -pv yourapp
then
Code:
emerge yourapp
Is enough to be going on with.

EDIT: I've never installed with GRP packages, But it's my understanding that if the install was done correctly you should be able to use emerge after a succesfull boot.

SYNC="rsync://rsync.europe.gentoo.org/gentoo-portage"

That is my make.conf, As you can see it's pretty minimal compared to yours.
Stick with what works, then when you've done a bit of research on this file add what you like. Be careful though you can bork your system.

Thanks for Ur Help.for me,i got gentoo installed using installer scripts.so many packages which i need are yet to install,since i've internet connection not configured,so i tried emerging net-setup,ppp,rp-pppoe etc but emerge simply goes for internet repo leaving the sources/ebuilds? am having in /usr/portage directory.as u can see below:
Code:
