Hi

IPSec is on the fly encrytion of the sent an received data. It works in two modes
transport encrytion- only encrypt the data portion of the packet
or
tunneling- full encrytion of packets. This is sent inside a normal packet (tunnel).

gpg is a tool to encrypt or decrypt files. You may have it to encrypt a mail
before it is sent. But is is a user side program.
