The wierd thing is, if I reboot into Windows, then reboot again into Linux, it works no problem. When it hangs, I just reset my modem a few times (since it doesn't work if i reset the modem just once), but this is time consuming and annoying. I get this problem on both my Gentoo and Debian systems.

have you tried to set a timeout in /etc/conf.d/net? Would be something like
Code:

dhcpcd_eth0="-t 10"
