SOLUTION:

Run

emerge perl && perl-cleaner allmodules

Upgrading then rebuilding all the perl scripts seemed to fix the problem, however i did also upgrade the baselayout to current and installed unicode libs but perl i think is the solution.

Hate to bring one back from the dead, but this fixed a problem building libtool in 2008.0 after changing the CHOST from i486 to i686.
