That is still it. Exactly which version of fluxbox are you using? At one point, they decided to provide a default background if one wasn't specified in the selected style. I believe they turned that off in the very latest versions after many threats of violence from angry users... ;)

...emerged Fluxbox 0.9.15.1-gentoo-r1, while doing a -Du world, afterwards the rootCommand: fbsetbg -f /path/to/image in my style no longer worked, and had a completely black background. I found if I commented out all references to my backgound in ~/.fluxbox/startup, deleted the rootCommand: line from my style and added fbsetbg -f /path/to/image to session.screen0.rootCommand: in ~/.fluxbox/init problem was solved. I've been wrestling with this as well and finally got it to work in v1.0_rc3.

In a style file:

background: aspect | tiled | centered
background.pixmap: /path/to/wallpaper

(i.e. Choose one of aspect, tiles or centered).

As it turns out, you need both lines or styles will not load backgrounds. You should not use rootCommand in styles any longer, as these two lines above pass the arguments to fbsetbg. You still need feh or the like, and you can still override the style backgrounds with a rootCommand in your init file. If this works for you please mark the thread as [SOLVED].
