PASSWD: Authentication Token Manipulation Error

What does that mean? I am in root and am trying to create another user because I can't SU in any of my other standard accounts. What is the problem? IS there something I have enabled that I don't know about?

Hi.

Did you update your system recently? Have you enabled/disabled the PAM use flag? Have you updated utempter to libutempter?
Please post your exact command. About su, are you sure that your users are part of the wheel group?
