hi!
is there any way to change desktop to previous or next in kde by an external script or application? i want to bind it to keyboard special keys by xbindkeys. |

Try ALT-CTRL-LEFT and ALT-CTRL-RIGHT and see if that is good enough you.
No need to setup xbindkeys because it already has these setup. |

Check out Kcontrol -> Regional & Accessibility -> Keyboard Shortcuts and under Global Shortcuts you should see entries for going to next desktop, check if they are set. |
