I would like to see a real example of how to configure tunneling in gentoo, there is an example in gentoo manual but I dont understand it, look this what I want to do:
I want to browse the web with a different ip and I am behind a proxy.

Actually a webserver on the internet will only be able to see the proxy server's ip. Your real ip address is already hidden.
In case you need more privacy, are one of those poor chinese citizens who can't access certain websites, are planing to commit a crime or are just paranoid you might want to check out jap: http://anon.inf.tu-dresden.de/index_en.html
Of course there are lots of solutions for tunneling ip-traffic, like vpn, ssh, ipsec,... But that seems to be a little overkill for just browsing the web and doesn't necessarily provide more anonymity. |

The problem is that I want to download jdk1.5 from sun and others files but when sun web site detect that my ip is from a specific country it don't let me to download nothing. |

What browser are you using? The proxy settings are probably somewhere in the preferences. In firefox go to Preferences->General->Connection Settings and enter the proxy information. Alternatively, there are many firefox extensions to manage proxies. And lastly, there are web based proxies and the google translator "proxy":
