I would like to have a (Gentoo) Linux system with just basic packages for the kernel, compiler/debugger/binutils, a reasonably good selection of common Linux commands, and X.

The LiveCD seems to give me way more than I want. I don't care about desktop environments or games. I just want a basic X based Linux development environment. But, I would like it to be Gentoo/portage based for ease of updating the few packages that I will have.

What is the best way to go about this?

I do not know what LiveCD you have. IMHO it gives you only basic installation after that you will have to update portage and to form your system according yours imaginations.
