Is not an optin in my menu config?

I have been trying to install a very basic headless gentoo install for 2 weeks. I keep coming back to this chapter and this is bugging me.
Is this some where elce?
Should I file a bug report under documentation?
Edit I realize I have to enable the last one "Configure standard kernel features (for small systems)--->
then it has

Also I have noticed that
