proper quotation function with US English International

When I use the quotation key and the U.S. English International (w/ dead keys), I am unable to use a proper quote fuction. When I do something like ¨news bbc¨ in Google, it provides a much different result than "news bbc", which, to me, indicates that the quotation key isn't doing its function. Anyone know of the proper way to use quotation marks with this layout? If it makes any difference, I'm using Gnome, but I doubt that makes anything different.
