Why do you want to install rpm-files on a gentoo-system?
The gentoo way is to emerge the program you want.
You can have a look at the portage (Gentoo Linux's package management system) manual for users , there the emerge-process is explained: http://www.gentoo.org/doc/en/portage-user.xml

BTW. if you really (for some strange reason) want to installa a RPM there is RPM in portage (and I think is installed with the base system) so you should take a look at 'man rpm'. Also note that you should take care by hand that all the deps are already installed.

I think it's not installed with the base system. :)

The Fallen: Install rpm typing "emerge rpm". It's impossible to avoid dependecy hell when installing rpm to gentoo, so you must install rpm-packages with --nodeps -option.

It's not bad, emerge everything you can :)
But the RPM is not aware that the deps might be already installed, so you have to check by hand that are present in your system and force the RPM install.
