I have a noob question...

When compiling a kernel some options are marked with '---' and cannot be selected

Does this mean it is included (due to a dependency) or excluded (conflicts with something)?

a. included (due to a dependency)

...so, enabled by another option. If you want to be sure if its in or out of your config, you can press help and check the keyword in /usr/src/linux-2.6.20-gentoo-r8/.config.

Thanks that clears things up.

On a side note is there a way to determine the kernel option that has enabled the dependency?

For most of them, yes.

If you hit '?' at or go to '< Help >' on an included-as-dependency item you can see what it depends on. For example, for my SCSI device support, it says "Depends on: BLOCK".
