hi!
i've succesfully instaled qpopper (xinetd also) so my port 110 is now opened, BUT... when i try to connect localy from the same box to port 100 the connection is succesfull made. But when i'm trying to connect to that port from somewhere outside, connection is refused 
I don't understand why, because i'm running no iptables on that b0x.
What am I misssing here?

Look at your /etc/xinetd.conf file. There is a line that says something like
Delete or comment it out and restart xinetd. that shoudl do the trick.
