Does anyone know where I could find a 64-bit version of the rt73 driver? NDISWrapper complains whenever I attempt to use the 32-bit version (the one that Belkin supplied) on a 64-bit platform.

Did you know that there are native Linux drivers for the rt73 in development currently? Mght be worth a shot, my rt2570 based USB wifi works extremely well.

That's already in portage as rt2x00-9999 by the way. Just specify the rt73usb USE flag to get the correct driver.
