Are there any gui-programs for KDE (or gnome) that can scan for wlan networks?
I have a wireless netork at home but I dont know how to connect to it. It was simple in Ubuntu and in Suse, but what program can I use in Gentoo?

emerge wpa_supplicant with qt support and you get the wpa_gui tool which does just that.

Or you use the wireless network scripts Gentoo provides by default - look into /etc/conf.d/net.example and wireless.example. No GUI though :P
