The xeffects overlay doesn't provide mesa, but the xgl ebuild requires mesa from cvs (6.5.2).
Code:

 emerge xgl
Calculating dependencies -
emerge: there are no ebuilds to satisfy ">=media-libs/mesa-6.5.2_pre20061102".
(dependency required by "x11-base/xgl-0.0.1_pre20061020-r2" [ebuild])

according to trusty ol' eix -s mesa, mesa 6.5.2 is package.masked, so add media-libs/mesa to /etc/portage/package.unmask and all should be good :)

Updated the XGL section on Gentoo Xeffects Wiki to include this change, if that's where you got the information from, sorry for not posting it there sooner.

odd... when i searched for the ebuild manually (not using eix) i couldn't find ANY 6.5.2 versions of mesa. guess i should start using eix... thanks for the tip.

emerge -s <whatever> generally ignores stuff that is package.masked, eix is much better as it shows you all versions (even those in overlays) and indicates if they are masked, its now even possible to search overlays that you dont have activated, although the shear amount of colour coding going on is a bit confusing :p
