Keyboard repeat rate too slow

Does anyone know how to fix keyboard repeate rate, if its too slow?
Its slow everywhere - in gentoo shell and in KDE. For example if I want to scroll down using down arrow key, it moves about two lines per second

I noticed that I had the problem only when I was logged in as root. When I made a new user everything was OK (logged in as that user)

How can I set repeat rate OK to root, does anyone have any idea? Its not that important anymore, but it would be nice to know

Google found this page which says the solution is the kbdrate program which is part of the kbd package.
