In Gnome there is a variable setting desktop_is_home_dir, that makes ~/ also a desktop. Whatever goes to desktop
it goes to ~/.

Is there a way to do it in KDE?

I don't think it's a good idea to perform this but it should work with
Code:
cd ~
mv Desktop Desktop_old
ln -s ~ Desktop

(symlinking ~ to ~/Desktop)

Yes, I also think this might not be too good in terms of "quality". This is why I think KDE should also have that possibility as Gnome.
