I didn't (because I didn't think it was important) set any locales in /etc/locale.gen during my installation. Now afterwards I am having problems.

Now when I open certain PHP sites running on my apache server, I get weird encodings (äÜLÄ are all messed up -> the german charset).

I set the locales now in /etc/locale.gen and ran locale-gen. Is that all I need to do? What do I have to do? Do I know need recompile all of my services?

Execute 'locale-gen', then. After that, we'll look into the rest ^^.
