There is no display manager in rc.conf like there was in the past.
I tried adding the lines DISPLAY_MANAGER="kdm" but that didn't work.

What am I missing?

the entry should be

It was moved to /etc/conf.d/xdm

I was not disagreeing with gentoo_dude. Just giving a reason why it was no longer in rc.conf.
