openoffice navigator broken?

With oo 2.1.0, the content-view icon on the navigator is always disabled (the very first icon for switching to an outline view).
I only manage to get headings listed in the Headings category if i start a new document, and even then it sometimes just doesn't work.

I checked for bug reports and searched the forums, finding nothing. So I have to assume it's a local problem. Already tried a fresh install, have no idea what the problem might be. Or is there any chance this functionality is tied to java? (build with -java)
