Should this be reported as a bug?

Skype would not run after an upgrade from 1.3.0.30-r1 to 1.3.0.53-r1 - An error window came up reading

This is because another instance of Skype is already running or your ~/.Skype files are corrupt or have incorrect permissions.

Skype will now exit

A file <user1024.dbb> had either been altered or placed in the ~/.Skype/my_skypename/ folder. This file had root permissions.

The problem was easily solved with
Code:
# chown myname:users .Skype/my_skypename/user1024.dbb


EDIT I wrote this too soon. Skype will start but will not work. I have contacted Skype support about it.

try deleteing (or renaming) your .Skype directory and restarting skype
