I noticed on the Gentoo Safe CFLAG wiki, "-fno-strict-aliasing" is mysteriously missing for the PowerPC 7400. Is there a reason for that? It's listed for all other PPC processors. Can I safely enable it?

Yep. Actually, things should be okay now without it, it was more of a workaround for bad code for gcc 4 issues since PPC went stable with gcc4 before most other arches.
