JK2 Dedicated Server Question

Hello all. I have setup a jk2 dedicated server on my gentoo box. Works great but I cannot figure out how to add mods. I have the fanmod and I would like to use it to enable dualblade. I added

seta g_dualblade 1

to the server.cfg file. All my other changes work. I have a buttload of skins in the /base directory for those who connect and have the skin, they can use it. I can't figure this one out. the fanmod is called fanmod.pk3. I have it on /usr/local/games/jk2/mods I know it can be done because I have played on servers with this active. Thanks in advance.
