fwbuilder policy install error

I am having problems with fwbuilder. I am able to install and run fwbuilder with no problems up to installing the policies. The compile looks good. When I try to install the policy via the GUI, fwb_install, or simply 'sh ./policyx.fw' I get the following error:

not found or is not executable

The $1 from the .fw policy file is not showing up in the error...

I am hoping I am missing something simple... Any help is appreciated!
