limited or no connectivety issues

My company and I have just arrived in country and bought a civilian satellite system. Haven't used Linux since my college days. I've managed to get everyone up and running on my server (about 35 or so) every so often (1-6) times a day a lot of people will get limited or no connectivity and will not be able to log back on the net. I'm currently running Gentoo, Apache2, Squid etc. Don't know where to begin to look it's almost as if people drop off the server at a certain point when new people log on. Doesn't anyone have any suggestion or guidance?
