Would anyone care to provide a copy of the file or better yet, tell me how to get/regenerate it myself?

Should be able to regen it via update-modules. man update-modules for more info. (I don't know for sure that it will completely regenerate a missing file, so if it doesn't work, try "touch /etc/modules.conf" to at least create the file first.)
Posting an existing modules.conf file won't be of much use to you since everyone likely has their kernel configured differently from yours.
