Spam Assassin Not Attaching Emails

hi, whenever spam assassin detects a spam message, it tags it and puts a report at the top of the message. on my other machine, it then leaves the message (unchanged) as an attachment. this way, i can grab the original email without too much trouble.

but i can't seem to get my current config to do this. it always adds the report at the top of the original email. i included the line "report_safe 1" in my user_prefs (and also in local.cf). what am i doing wrong? thank you.
