Replace initscripts with a Pythin port of SystemStarter

I've recently been learning about OSX's BSD derived process management tool called SystemStarter. Along with a bunch of config bundles called StartupItems it serves a similar function to the things Gentoo keeps in /etc/rc.d

Isnt it time we had something better than init.d? SystemStarter seems fantastic, but even better would if we had something like SystemStarter but written in Python.

That way we would have something quite powerful that is completely cross platform and open to a wider hacker audience.
