I experience some trouble: when i start a download i cant do anything with internet at that time, everything is very slow, i cant even check mail or ssh.
Before my world upgrade gentoo used to divide bandwidth equally between connections, now it doesnt, the first process hogs everything. How do i fix this?

Strange - never seen that bug before...
Maybe this is just walkaround but simply try using download manager with option for limit download speed(for example wget with "--limit-rate")
