there is a server and two internet connections with different ip and domain adresses.. lets say: domain1.com assigned to IP1 and domain2.com assigned to IP2..
but I want to use another domain address: e.g. newdomain.com

the question is: how to assign two ip adresses to one domain address?

or better if it would be like this:
if first connection (IP1) is up newdomain.com points to IP1.. but if it is down, newdomain.com points to IP2..

any help appreciated :)

for email, DNS MX records do this.

For other uses, your DNS server will have to manually switch them, and that will depend on what software you're using. You could also specify both IP addresses (try "host google.com" - it will report many IP addresses). It won't fail over to the other IPs if one is down, but hopefully random selection will choose the working one half of the time.

The unfortunate issue with switching them is that there must be a third machine (DNS server?) that can switch the A record, and also means that you may need to have a short TTL if the failure happens frequently or connection uptime is mandatory, which will add to dns lookup bandwidth.

my server is also a dns server.. so there is no problem with dns configuration..

the first connection is 1mb/1mb, and the second 4mb/512kb..
so first is the better choice for even small server.. but this connection often breakes down.. and it is why I need two IP's with one domain..

I want it to be like google.com, microsoft.com, etc.. one domain, several IP's.. :)

Actually that is a problem, since if that machine dies, you totally lost your DNS. Your servers would have to be set up identically and well, supposedly one is a slave and one's a master... You should have a separate machine that deals with DNS, checks the two machines for uptime and selects the most appropriate A record. It looks like you will have to have a short TTL like DynDNS.org which is basically what you want to do except failure updates which IP address you want to point to.

They are not failover. They are round-robin load balanced, which is a bit different from failover.
