I have an Intel chipset which has an IDE controloer that is supposed to run at 66Mb/s also known as udma4 but it refuses to go above 33Mb/s or udma2.
I have the appropriate driver selected and I have tried both the old IDE driver and the new libata driver and both give the same result. I have even tried unplugging the second IDE channel so that the only connected drive is the hard disk. This is very annoying

Solved, well sort of.
I swapped some drives around and it turns out the drive lies. hdparm says the drive can go to udma5 or ATA100 but I tested it on another Intel chipset and a VIA chipset and it won't.
