I must be doing something wrong. I've moved from xfce to gnome, as I have heard good things, and overall I have been pleased, but for the life of me I cannot figure out how to have say a submenu of "Action Games" under a submenu of Games. I cannot believe it is not an option somewhere.

you're looking for 'alacarte', which is included with recent gnome versions

I'm not looking to create or move menu items manually. I'm wanting to click a button once or edit a menu file once I do not want to be editing menus if with alacarte I can add "ActionMenu" etc once and then *all* games I install there afterwards if could be the answer. Does Gnome not offer this functionality.
