"Pon" and "Poff" in Gentoo?

I was wondering if "pon" and "poff" (utilities for starting up and killing a dialup connection) are available for Gentoo. I read in another post that they are, but I can't find them. I know that Wvdial is available, but that always has to be run as root, and I'd prefer to use these because I know they can be set up to run with any user. I used to use these under Debian, and I loved them. Does anyone know about this? This would be greatly appreciated.
